Ethnocultural conflicts in the world today are rooted in the increasingly incendiary globalization in the course of which certain regions cannot cope with migrant flows (EU member countries are a pertinent example) while others (the Xinjiang Uyghur Autonomous Region in the People's Republic of China, Tatarstan, Chechnia, Bashkortostan, the Stavropol Territory, Tyumen Region, Adygea, and Ingushetia in the Russian Federation) are living in the complicated context of ethnic patchwork. Societies are moving towards blending different ethnocultural elements, causing havoc in human minds, unexpected ethnocultural situations and social and ethnic deviations which, as could be expected, consolidates the positions of the Islamic State. [1] It is difficult to study different aspects of the problem in depth in the age of the contemporary digital information society and various brainwashing strategies used by ISIS agents: they present ISIS as the best place for the development of genuine human qualities, which has already brought together members of several ethnic communities. The transnational extremist groups, Hizb ut-Tahrir al-Islami among them, have spread their influence to Central Asia and are gradually moving into Russian territory. Strongholds of extremism are not limited to the Northern Caucasus; they are present in the historically peaceful Volga area where Islamists have their own mosques and training courses and work hard to lure as many young people as possible to their side. Post-Soviet Islamism is a mixture of classic universalist Islamism and xenophobic fundamentalism. In Soviet times local Muslims treated the so-called Muslim world as something abstract, while Afghan mujahideen caused a lot of irritation in the Soviet Central Asian countries: Uzbeks or Tajiks, for instance, found it hard to associate the mujahideen persistent opposition with the defense of Islam. Today, the situation in the Muslim world is different. Former Soviet republics accept the universalist model of Islam as an endogenous phenomenon rooted in economic, political and ideological prerequisites. Fundamentalism/Wahhabism is seen as an exogenous phenomenon that forced some adherents of classic Islam out and drew the rest into its ranks. Political religions are never neutral. The difference between "us" and "others" is ontological. "Others" are a product of evil (ideologists of political religions do not hesitate to state that their enemies are "soulless"), therefore destruction is the only method to be employed against them. This paradoxical combination of cruelty and flexibility is typical of the post-modernist phenomena.
PurposeThe purpose of the paper is to develop a concept of organization of the system of science and education in the form 4.0 based on human and artificial intellectual capital.Design/methodology/approachThe methods of regression and correlation analysis are used. The role of human and artificial intellectual capital for provision of effectiveness and competitiveness of the system of science and education is determined, as well as its correspondence to the modern challenges. Analysis of perspectives and limitations of automatization of the system of science and education based on AI is conducted; a model of organization of the system of science and education in the form 4.0 based on human and artificial intellectual capital is compiled.FindingsIt is established that in the system of science and education, the decisive production factor is intellectual capital, but human intellect does not necessarily have to dominate in its structure. AI is one of the most popular technologies of Industry 4.0 in the system of science and education, which has wide perspectives of practical implementation. As experience of the leading world universities, which had the highest level of digitization in 2018, showed, foundation on non-breakthrough digital technologies (computer equipment and Internet) does not allow opening the potential of increase of indicators of effectiveness and competitiveness of the system of science and education and bringing it in correspondence to the modern challenges based on digitization. However, correlation of activity of application of artificial intellectual capital with these indicators is four times higher (0.2), as compared to correlation of these indicators with activity of application of human intellectual capital (0.05). This shows demand for digitization of the system of science and education, but based on breakthrough digital technologies, of which AI should become the key one.Originality/valueIt is substantiated that higher education could be automatized based on AI by 85% and science by 63%. Therefore, on the whole in the system of science and education, the share of AI in the structure of intellectual capital could reach 74% ((85 + 63)/2). It is recommended to use the developed model of organization of the system of science and education in the form 4.0 based on human and artificial intellectual capital.
The article analyzes the discourse of identity based on the materials of speeches by the head of the Republic of Adygea M.K. Kumpilov and the Governor of the Krasnodar Territory V.I. Kondratiev on the occasion of the anniversary dates of the regions. Identity is considered from the standpoint of the constructivist approach as a phenomenon created by various social and political actors.
PurposeThe goal of this paper is associated with the study of global processes which change the world order and are accompanied with the aggravation of economic competition and geopolitical confrontation, which cause large-scale migration, radicalization of ethnicity and the rise of ethnic separatism. These processes contribute to the aggravation of interethnic antagonisms in multicultural countries and regions; therefore, it is necessary to search for adequate models of interethnic relations management in a multicultural society.Design/methodology/approachThe methodological foundation of this research consists in activity, civilization, and transformation approaches, which allow understanding the specificity of global processes, the causes of the actualization of ethnic factor in the modern world and the search for new methods of interethnic relations management.FindingsThis paper presents an overview of models of interethnic relations management established in the western countries in the second half of the 20th century. The authors identify specific features of the assimilation and multiculturalism models for managing ethnic differences, their methods of regulation of interethnic relations in a multicultural environment. Their potential in solving the issues of adaptation of migrants and their integration in political and cultural space of the host society in the face of new global challenges and threats is assessed.Originality/valueThe authors of the paper justify the need for a new model of interethnic relations management which is able to forecast the global development trends and adequately respond to negative consequences of global processes.
